CWO5 Bailey is the son of the late Warren and Geraldine Bailey of Calais, Maine. He entered the Navy in 1976 and attended Recruit Training in Great Lakes, Illinois. CWO5 Bailey was commissioned a Chief Warrant Officer 2 from the enlisted rank of Chief Builder in December of 1990.

CWO5 Bailey served in enlisted assignments as follows:

· Naval Mobile Construction Battalion FIVE;

· Naval Air Station Bermuda;

· Construction Battalion Unit FOUR ZERO ONE, Great Lakes, IL;

· Naval Support Unit, State Department, Washington, DC; and

· Naval Construction Training Center, Gulfport, MS.

CWO5 Bailey served in officer assignments as follows:

· Ship Support Officer, Navy Public Works Center, Norfolk, VA;

· Project Support/Equipment Officer, TWENTIETH Naval Construction Regiment, Gulfport, MS;

· Air Det OIC/Charlie Co Cdr (1 deployment), Naval Mobile Construction Battalion SEVEN; 

· OIC Det Norfolk (1 deployment), Naval Mobile Construction Battalion SEVEN;

· Staff, TWENTY-SECOND Naval Construction Regiment (Forward) deployed to Honduras in support of Hurricane Mitch recovery;

· OIC, Construction Battalion Unit FOUR TWO ZERO, Mayport, FL;

· Training/Ops Officer, Naval Construction Training Center, Gulfport, MS; 

· Const Eqmt Dept Head, TWENTIETH Seabee Readiness Group, Gulfport, MS; and

· TOA/Force Eqmt Officer (G43), I MEF Engineer Group, deployed to Iraq in support of Operation IRAQI FREEDOM II-2.

CWO5 Bailey is a Seabee Combat Warfare Officer and Master Training Specialist.  His awards include: the Meritorious Service Medal, Navy/Marine Corps Commendation Medal (6), Navy/Marine Corps Achievement Medal (3), Joint Meritorious Unit Award, Navy Unit Commendation (2), Meritorious Unit Commendation (3), Navy Good Conduct Medal (3), Navy Officer Fleet Marine Force Ribbon, Navy Expeditionary Medal, National Defense Service Medal (2), Global War on Terrorism Expeditionary Medal (w/FMF device), Global War on Terrorism Service Medal, Armed Forces Service Medal, Humanitarian Service Medal (2), Military Outstanding Volunteer Service Medal, Sea Service Deployment Ribbon (6), Navy/Marine Corps Overseas Service Ribbon (5), Navy Rifleman Sharpshooter Ribbon, and Navy Pistol Marksman Ribbon.
